Abstract The policy network theory provides a new perspective for the study of the rural school layout adjustment policy. The policy implementation should be a communicative and cooperative dynamic process which based on educational resources that happens among the central government, local government, experts and scholars, mass media, school stakeholders, students, parents and other acting individuals. It is also constrained by rules and institution. However, there exist problems in reality that influence the effect of policy implementation such as some stakeholders’ absence, the lack of communication and cooperation among individuals ,the insufficiency of supervision .To ensure the implementation of the rural school layout adjustment policy effectively, we can take some measures such as stakeholders’ participation under the guidance of “limited government”, making full use of various resources and perfecting the supervisory and incentive mechanism of policy implementation.
