Abstract In the guiding of “Speed up senior secondary education universal” policy, in order to accomplish to set objective “by 2020, senior secondary education universal, the gross enrolment rate reaching 90 percent” in the outline of the national plan, the value orientation study of general senior secondary education policy will be transformed greatly in China. Firstly walking the equality basis of efficiency development path, Secondly walking the connotation basis of leap-forward development path, Thirdly walking the system basis of innovation-oriented development path, Fourth walking the cultivate basis of selected development path.
