| Review the Conceptual Issues in Popularizing Senior High Schooling |

Abstract During in the process of popularizing senior high schooling, there are some critical issues should be considered. The paper considers that the meaning of “popularization” is different from “compulsory”; the policy of tuition fee should be more reasonable; the educational equity and educational quality should be the priorities in the process of development.
