Abstract Professional ethical evaluation of primary and secondary school teachers is not a stationary behavior, but rather a dynamic process of interaction pluralistic development. The so-called “sensible evaluation” is an evaluation according to the actual situation of education, objective situation of teachers, and other factors to avoid the rigidity. The so-called “reasonable evaluation” refers to focus on using scientific norms and standards to evaluate teachers' professional ethics. In the process of professional ethical evaluation of primary and secondary school teachers, there are some problems of the dilemma of “emotion and reason”. How to grasp the scale of “emotion and reason”, and choose the best evaluation methods deserves further exploration and summary.
