Abstract Entrusted administration of compulsory schools in Shanghai is an important measure to explore the changing of government’s functions and promote the balanced development of regional education, which takes the form of government purchasing service. Entrusted administration has some characters, such as responsibility subject shifting, whole management in order to promote the schools connotation, the third party quality guarantee. After nearly three rounds practice, entrusted administration has gained significant effect, but still has some problems need to pay attention to.
